ESTABLISHMENT OF CAMBODIA TELECOM REGULATOR, Royal Decree # NS/RKT/0312/175 (Royal Palace), 1 March 2012
This Royal Decree intends to establish the Cambodia Telecom Regulator (CTR) as a legal entity of public legislature which shall obtain rights from the Royal Government, and shall have autonomy in controlling and managing technical and administrative affairs regarding establishment, operation, granting and using networks and services of telecommunications as well as the information and communications technology as stipulated in Article 3 of this Royal Decree.
The functions and duties of CTR are as follows: (a) implement policy of the telecommunication sector which shall be developed by the Minister of Posts and Telecommunications; (b) urge to have an appropriate telecommunication sector structure in line with the telecommunication sector policy; (c) urge and support the telecommunication market environment in order to make fair and effective competition in the telecommunication sector; (d) protect public interest in receiving services provided by the licensee; (e) enforce regulations for the telecommunication sector; and (f) determine networks and services of telecommunication which are required to have standard license or particular license. The Ministry of Posts and Telecommunications (MPTC) shall gradually transfer its roles and duties to the CTR in accordance with this Royal Decree as soon as the CTR commences operation. The MPTC shall continue to collect revenues and debts as set out in Article 20 of this Royal Decree until the CTR starts to function.
Any provisions which are contrary to this Royal Decree shall be deemed as abrogated except for the Royal Decree № NS/RKT/0800/152, dated 23 August 2000, on the Establishment of National Authority in charge of organizing and developing policy for the short term, medium term and long term in order to promote the development of the technology sector of communication and information, called the National Information Communications Technology Development Authority, shall remain in force.

TRANSPARENCY IN GRANTING CREDIT FACILITIES OF BANKS AND FINANCIAL INSTITUTIONS, Prakas #7-011-243 (NBC), 27 December 2011
This Prakas aims to promote credit facilities of banks and financial institutions in a transparent, fair, reasonable and responsible manner. Banks and financial institutions shall make sure that advertising and promotional literature is fair, clear and not misleading and that customers are given clear information about products and services. Customers shall be given clear information about products and services before, during or after receiving credit facilities, including processing procedures, terms and conditions, interest rates and charges that apply to that facility as stated in the appendix attached to this Prakas. Customers should be informed in advance about changes to the interest rates, charges or terms and conditions.

PROCEDURES AND FORMALITIES FOR REGISTERING METROLOGY AND GRANTING LICENSES TO USE THE CAMBODIAN METROLOGY TRADE MARK, Prakas #139 (MIME), 8 February 2012
This Prakas aims to create mechanisms and rules for promoting the private sector and public enterprises, which carry on trade and business in relation to the metrological sector, to implement procedures and provisions of the Law on Metrology of Cambodia. The scope of this Prakas shall cover the registration of metrology and license for using the Cambodian metrology trademark related to the production, importation, installation, usage, repair and sale or display for the sale of metrological tools, goods for producing and goods for packaging with trade name, name of tools certifying about size and capacity properly and clearly.
Registration of metrology and granting of license to use the Cambodian metrology trademark shall be an implementation of the Law on Metrology of Cambodia and provisions concerning the data management of metrological section in order to certify correctitude of production, importation, installation, utilization, repair and display for sale of metrological tools, goods for producing, goods for packaging and all means for using services in the activities of trade, business, service and for other sectors in the Kingdom of Cambodia shall be managed by the National Center for Metrology of the Ministry of Industry.

NOTIFICATION ON TAX COLLECTION ON ALL KINDS OF TRANSPORTATION MEANS AND VEHICLES FOR THE YEAR 2012, Notification #006 (MEF), 10 February 2012
This Notification aims to inform owners of all types of transportation means and vehicles that tax on transportation for the year 2012 shall be collected from 15 February 2012 until 15 July 2012. The annex table concerning the tax payment for respective types of transportation is attached to this Notification.

ESTABLISHMENT OF NATIONAL COMMITTEE FOR MANAGING AND DEVELOPING COASTAL AREAS OF CAMBODIA, Royal Decree # NS/RKT/0212/079 (Royal Palace), 16 February 2012
It is decided to establish a National Committee for managing and developing coastal areas of Cambodia. This Committee shall engage staff of the Royal Government in governing and developing coastal areas of the Kingdom of Cambodia in a sustainable and responsible manner.
