CREATION OF MONETARY POLICY COMMISSION OF THE NATIONAL BANK OF CAMBODIA, Prakas #1-012-129 (NBC), 3 August 2012
This Prakas aims to create the Monetary Policy Commission of the National Bank of Cambodia led by H.E. Chea Chanto, Governor of the National Bank of Cambodia. The Commission shall have the following functions and duties: (i) prudently determine and direct the implementation of monetary policy within the framework of economic and financial policy of the Royal Government aimed at keeping value/price stability in order to contribute to the strength of macro-economic stability and support to the economic development; (ii) issue necessary rules to make cash condition easy in the monetary market in accordance with objectives of maintaining stability of price/value; (iii) facilitate in accordance with opportunities within other components of economic policy framework, particularly taxation policy aimed at supporting macroeconomic stability; facilitate contact between the implementation of monetary policy and prudent provisions of banking control; and publicize monetary policy and monetary policy implementation. The Department of Economic Research and International Cooperation shall be a permanent secretariat of this Commission.
CREATION OF INTERNATIONAL RESERVE CAPITAL INVESTMENT COMMISSION OF NATIONAL BANK OF CAMBODIA, Prakas #9-012-131 (NBC), 7 August 2012
This Prakas creates an International Reserve Capital Investment Commission of the National Bank of Cambodia referred to as the “Investment Commission” which is led by the Governor of the National Bank of Cambodia. The Investment Commission shall have the following duties: (i) develop investment policy to be submitted to the board for approval; (ii) examine and adopt investment instructions, rules for reserve capital management including activity territory and necessary plan targets for implementing reserve capital investment; (iii) control activities of international reserve capital management operation which is implemented by the Department of Exchange Rate Management and give necessary advice in order to effectively ensure reserve capital management; and (iv) determine goals and develop strategies for international reserve capital investment.

ESTABLISHMENT OF DEPARTMENT OF LEGISLATION OF THE MINISTRY OF HEALTH, Sub-Decree #110 (RGC), 27 July 2012
This Sub-Decree aims to establish a Department of Legislation under the supervision of the General Department of Administration and Finance so as to supplement Sub-Decree № 67 ANKr.BK, dated 22 October 1997, on Organization and Functioning of the Ministry of Health. The roles and duties of the Department of Legal Affairs are detailed in Article 2 of the Sub-Decree.
- LAND USE AND ZONING 2012
ESTABLISHMENT OF DEPARTMENT OF CADASTRAL INFORMATION TECHNOLOGY OF THE MINISTRY OF LAND MANAGEMENT, URBAN PLANNING AND CONSTRUCTION, Sub-Decree #112 (RGC), 1 August 2012
It is decided to establish a Department of Land Information Technology under the supervision of the General Department of Land and Geography of the Ministry of Land Management, Urban Planning and Construction in order to add to the Sub-Decree № 62 ANKr. BK, dated 20 July 1999, on the Organization and Functioning of the Ministry of Land Management, Urban Planning and Construction. This Department shall have the following duties: (a) to study, research and develop information technology and press communication for the purpose of a land registration system; (b) to manage works in relation to land information technology, land registration, land registration data maintenance and cadastral mapping; (c) to provide land information technology training; and (d) to determine technical conditions for tools and information technology programs for serving the cadastral work.

CREATION OF INTER-MINISTERIAL COMMISSION FOR CONSTRUCTING MORODOK TECHOR NATIONAL STADIUM IN CONSIDERATION FOR POUNG PEAY LAKE LAND, Decision #28 (RGC), 20 July 2012
It is decided to create an Inter-Ministerial Commission for Constructing Morodok Techor National Stadium in consideration for the Poung Peay lake land. This Commission shall be led by H.E. Kep Chutema, Governor of the Phnom Penh Municipal Governing Board and H.E. Vongsey Vissoth, Secretary General of the Ministry of Economy and Finance, as Deputy Chairman, and assisted by a number of members in the Commission.

DETERMINATION OF LAND AREA OF NOTHERN POUNG PEAY LAKE AND SOUTHERN POUNG PEAY LAKE LOCATED IN KHAN SEN SOK AND KHAN RUSSEYKEO, PHNOM PENH AS STATE PUBLIC PROPERTY, Sub-Decree #101 (RGC), 10 July 2012
This Sub-Decree aims to determine the land area of northern Poung Peay lake and southern Poung Peay lake situated in Sangkat Phnom Penh Thmey, Sangkat Khmuonh of Khan Sen Sok and in Sangkat Tuol Sangkae of Khan Russeykeo of Phnom Penh as state public property with the total area of 140.32 hectares in accordance with the Geographical Position System, GPS, WGS 84 including 45 points.
