- TAXATION 2012
ADJUSTMENT TO RATE OF THE SPECIFIC TAX AND RATE OF EXPORT DUTY ON CERTAIN MERCHANDISE, Sub-Decree #88 (RGC), 11 June 2012
This Sub-Decree #88 aims to significantly adjust the rate of specific tax from 5% to 10% for three tariff codes, and the rate of export duty from 0% to 10% for 31 tariff codes on certain items of the customs tariff in Cambodia in line with the ASEAN Harmonized Tariff Nomenclature for 2012 in force under the sub-heading of the customs tariff in Cambodia as follows:
(i) Increase rate of specific tax from 5% to 10% for goods (related to other motorcycles with or without side-cars) under the sub-heading № 8711.20.20, №8711.20.39, and № 8711.20.59;
(ii) Increase rate of export duty from 0% to 10% for goods (related to fish, dried, salted or in brine; smoked fish whether or not cooked before or during the smoking process; crustaceans whether in shell or not, live, fresh, chilled, frozen, dried, salted or in brine; frozen lobster and other seafood) under the sub-heading № 0305.72.10, 0306.11.00, № 0306.12.00, № 0306.14.10, № 0306.14.90, № 0306.15.00, № 0306.16.00, № 0306.17.10, № 0306.17.20, № 0306.17.30, № 0306.17.90, № 0306.19.00, № 0306.21.19, № 0306.21.99, № 0306.22.91, № 0306.22.99, № 0306.24.91, № 0306.24.99, № 0306.25.00, № 0306.26.91, № 0306.26.99, 0306.27.91, № 0306.27.99, № 0306.29.91, № 0306.29.99, № 0307.29.20, № 0307.60.30, № 0307.79.20, № 0307.89.20, and the sub-heading № 0307.99.20. This Sub-Decree is effective from July 01 2012 onwards.

PUTTING INTO USE THE UPDATED JOINT PROCEDURE FOR IMPLEMENTING THE COOPERATION FINANCING PROJECT FROM THE DEVELOPMENT PARTNERS, Sub-Decree #74 (RGC), 22 May 2012
This Sub-Decree decides to put into use the updated joint procedure for implementing the cooperation financing project from the Development Partners as attached to this Sub-Decree to substitute the joint procedure for implementing the cooperation financing project from the World Bank and ADB, which has been implemented by the Sub-Decree № 14 ANKr.BK, dated 26 February 2007.
The updated joint procedures which have been put into use under this Sub-Decree include: (1) Updated Joint Procedures for Governing the Administration Project; (2) Updated Joint Procedures for Managing Project Finance; and (3) Updated Joint Procedure for Governing Project Procurement and for Project Financing from the Development Partners in Cambodia.

NOTIFICATION ON IMPORTING METROLOGICAL STANDARD TOOLS AND METROLOGICAL TOOLS, Notification #038 (MIME), 11 January 2012
This Notification aims to inform all companies, enterprises, factories and handicrafts involved in importing metrological standard tools and metrological tools for use in trades, industries, services, businesses and other sectors as provided in Article 28 of the Law on Metrology of Cambodia across the Kingdom of Cambodia that the Law on Metrology of Cambodia determines that all types of metrological tools can be authorized only if the metrological standard tools and metrological tools have:
(i) Accuracy and equivalence or be in line with the Legal National Metrology Unit System as defined in Annex 1 and 2 of the Law on Metrology of Cambodia;
(ii) Certification of capacity, minimum and maximum about weight and /or measure of the metrological tools;
(iii) Trademark and certification by the initial verification of the controlling officers of the Center for National Metrology; and
(iv) Approval on the metrological tools.

It is decided to create a committee for land management, urban planning and construction led by the Minister of the Ministry of Land Management, Urban Planning and Construction. The roles and duties of this Committee are detailed in this Royal Decree.
